English Language Learners (that is, children whose first or primary language is not English) have special rights in Pennsylvania public schools. This fact sheet tells what schools must do for these students.
The Department of Education has issued a "Basic Education Circular: Educating English Learners" with the requirements and interpretations of the legal mandates governing the education of students who are English Learners.
